自衛隊の人材確保に向けた対策案では、サイバー分野など高度な専門知識を持つ民間人材を任期付きで採用する制度を創設する。

また、男性隊員に丸刈りを求めたり、女性隊員にショートヘアを推奨するなど、主に教育部隊での髪型に関するルールを見直すという。

さらに休日を取得しづらい艦艇の乗組員や、サバイバルなど過酷な訓練を強いられる隊員の手当を増やすなどが検討されている。
