戦争は新潟県内でも多くの犠牲者を出したが、平和について考えてもらおうと、新潟市内で戦争の歴史を学ぶツアーが行われた。
新潟港は戦争末期、本土決戦に向けて、食料などの物資を輸入する重要な拠点だったため新潟は標的になり、多くの犠牲者が出た。
ツアーの行われた８月１０日は、７８年前に新潟港を中心とした空襲で４７人が犠牲となった日なので、ツアーの一行もツアーの最後に平和祈念碑へ献花式を行った。
