米国内の放射性物質使用者が厳しい安全手順に従うように手段を講じることは、米国内での予期せぬ放射線緊急事態を阻止するための第一歩に過ぎない。他国での原子力事故によってもたらされる死の灰が、米国を脅威にさらす場合もある。チェルノブイリで起きたような原子力発電所での事故、ソ連のコスモスのような宇宙船の大気圏への再突入、あるいは、大気中での原子力爆弾の実験がもたらす放射性降下物などが、外国における放射線源として挙げられる。
このような潜在的危険があるため、回避可能な放射線被曝の弊害から国民と環境を守る上で指導的役割を果たす機関として、議会は環境保護庁を指定した。
