「青い鯉のぼりプロジェクト」は、津波で祖父母と母親、弟・律さんを亡くした、東松島市職員・伊藤健人さん（３２）が中心となり始まった。
伊藤さんは、全国に協力を呼びかけ、震災発生からおよそ２カ月後のこどもの日、5歳の律さんが大好きだった青い鯉のぼり２００匹を空に掲げた。
伊藤健人さんは「もしできるなら、１００年２００年も震災を忘れないために続けていってもらえたらいいなと思う」と語り3月11日と5月5日に青い鯉のぼりを掲げ続ける。
